This paper was prepared to help the Fannie Mae and Rockefeller Foundations review the challenges and opportunities that nonprofit organizations face in attempting to meet their need for financial capital, particularly in the areas of community and workforce development. Based on interviews and a literature review, the paper presents a summary of notable strategies and practices.
