This prototype business plan is a slight modification of a plan developed in 1992 for a new nonprofit housing organization. The housing partnership organization is based in a city with a population of about 65,000 in a metropolitan area of about 100,000. The city has grown rapidly and affordable housing is in short supply. The document follows a conventional format of business plans, as outlined on its first page. It is a preliminary plan and therefore speculates on certain aspects of the proposed business, rather than always presenting firm objectives. It contains only preliminary budgets but lacks cash flow projections. The plan was never refined but still remained a general guide for the start-up of the organization. A commentary written yearly three years later compares expected outcomes with actual results.

The plan with the commentary can be a useful guide to organizations involved in housing.
