This case study describes a community project, the Kenmore Hall Project in New York City that was organized by Housing & Services, Inc., working closely with the police department and service agencies. It rid the building of criminal activity, brought improved circumstances to hold-over tenants, gave welcome shelter to new tenants, and provided all 326 residents with the services they need for a more stable, productive future.
